Abstract. In order to avoid non-locality of the action when generalized Coulomb gauge is imposed, the implementation of the non-abelian Gauss law for infinitesimal time-period over the space of gauge potentials in path-integral method of pure Yang Mills theory provides deep insight into the color confinement and mass-gap problems in the pure Yang Mills fields i.e the question of glueball spectrum.
