Pauli Exchange Errors in Quantum Computation

ABSTRACT.  We argue that a physically reasonable model of fault-tolerant 
computation requires the ability to correct a type of two-qubit 
error which we call Pauli exchange errors as well as one qubit 
errors. We give an explicit 9-qubit code which can handle 
both Pauli exchange errors and all one-bit errors.
